''The families are in a state of absolute disbelief,'' Sheriff Noelle said.īecause most cities and states do not keep statistics on accidents and deaths related to street racing, it is hard to know whether the activity is on a significant upswing, although many authorities here say they believe it is. The Multnomah County sheriff, Dan Noelle, a strong proponent of the county's new impoundment law, said five young people died in race-related incidents in December and January in the Portland area. The vehicle that fatally struck her husband was driven by Brandon Glen Davis, 20, who was driving with a suspended license and had his 4-month-old daughter in the back seat. In Portland, spurred on by bereaved spouses and parents, the authorities are promoting a zero-tolerance approach that could take away cars used by racers, even if the cars belong to someone else. The police have attributed at least 11 deaths in Los Angeles County in the last year to illegal racing. It joined Gresham, a Portland suburb, as well as Multnomah County in adopting such an ordinance, and the Council even asked its legal staff to investigate whether it could sell the impounded vehicles at a public auction instead of returning them.Įlsewhere around the country, the authorities are trying different approaches: police and state troopers in the Miami area arrested more than 270 people in late December, citing some for taking part in an illegal race and others, who were spectators, for unlawful assembly.Īrizona lawmakers have made street racing a felony, and the Los Angeles County Board of Supervisors recently voted to make it illegal to watch the races knowingly, with violators subject to a $500 fine or as much as six months in jail. Release the throttle just a bit to slow down and navigate through the narrow lanes to avoid smashing against any walls (and to not waste any Special abilities).Just last week, the City Council in Portland voted unanimously to authorize the police to tow the vehicle of anyone caught street racing, and even those of spectators. The area that will most likely cause some problem is the Promenade shopping center area where Franklin has to squeeze through a long narrow lane. This will give Franklin a slight boost in acceleration and get him to the front of the pack within the first 15 seconds ( see screencap above)! When the race starts, push the Left Analog Stick forward so that Franklin shifts his weight to the front of the bike. When you've got the souped up bike, race it! It is recommended that you purchase (or steal) a Pegassi Bati 801 motorcycle and then tune it up at LS Customs to have Max Speed and Max Acceleration. The fifth and final race is a motorcycle race that zooms through the streets of Vespucci Beach. Other than the checkpoint that leads to the other lane (you'll know it when you see it), getting 1st place in this race shouldn't be difficult. When you get to the Vespucci Beach area, there will be several sharp turns that can throw you off, so keep a hand on the brake so that you don't crash! If done correctly, you should be in 1st place within the first 20 seconds! Keep an eye on the checkpoints and don't speed too fast or you'll slip. When the race starts, cut corners at the first right turn to gain top position. The City Circuit Race is located in Vinewood Hills and spans nearly the entire city within ONE lap. Remember, you MUST win this race again along with the City Circuit Race to unlock the Airport race! With some careful sharp turns, you should be able to win this race as easily as you did in the " Shift Work" mission. There is one more deadly sharp turn at the Xero gas station, so be sure to slow up a bit and make the turn. Lightly brake and turn and then continue on the path. With a fully modded car, you should be able to get to top position before you reach the first sharp turn. There are several sharp turns and the first one will determine what position you'll be in.
